$7802 I have the honour to acknowledge the receipt of your code telegram of the 11th. instant, copy enclosed, and to
inform you that I have permitted the export of the 5,000 sovereis mentioned in my code telegram of the 2nd. instant.

A further application has been received from
the Netherlandsch Indische Handelsbank to ship 40,000 sovereigns to
the Netherlands Overseas Trust. There is no local objection to the
export of the gold, but I considered that you would probably not approve the export of so much gold to Holland. But I should however
be obliged for an expression of your views on the subject. I may
mention that the exporter withdrew his application for reasons of a
change in exchange before he had been informed of my refusal to
permit export.
3.
With reference to paragraph 3 of your Circular Despatch of the 15th. of February, I propose now to prohibit the export of gold and bullion without my permission.
